KALKASKA – Voters living within the boundaries of Kalkaska Public Schools will have a couple of decisions this spring, with the district’s board of education unanimously voting to place two millage renewals on the ballot for a May 8 special election.

The first issue approved by the local school board at its regular monthly meeting Monday, Feb. 12, was for ballot language that will allow for KPS to levy the statutory rate not to exceed 18 mills on all property within the district, except for primary residences or other properties exempted by state law.

The second issue is request for a Headlee Amendment override.

The Headlee Amendment to the State of Michigan Constitution was approved by voters statewide in 1978 and places various limitations on the abilities of local government in regards to taxation, including:

  • Requiring voter approval for any tax increase or new taxes established after the amendment was enacted;
  • Limiting property tax revenue resulting from increases in property tax assessments; and
  • Limiting revenue collected to the amount originally intended to be raised by a millage.

Both issues, which would be for four years if approved by district voters, were approved unanimously 6-0 by the board. Trustee John Rogers was absent.
