The plan, created by a Gourdie-Fraser engineer retained by the park's developer for erosion repair of a steep slope caused during a violent rainstorm in July 2020, had been approved for implementation by the Antrim Conservation District Board of Directors the night before the county's meeting.

Tonya Lewandowski, a civil engineer with Traverse City's Environmental Consulting & Technology, Inc., spoke to the commissioners on behalf of many of the residents of the Torch River area where the proposed park is to be located.
