Per the law’s intent, welfare recipients should take ‘personal responsibility’ and work

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (“Workfare”), passed by a Republican Congress and signed into law by POTUS Clinton, provides that recipients must work after two years on assistance, with few exceptions.
