Council approves financing to settle health care lawsuits

KALKASKA – A dark cloud might finally have been removed, as the Kalkaska Village Council voted to approve a financing plan to help settle a four-year legal battle over health care benefits during a special meeting Monday, July 23.

The council voted, 5-0, Monday to approve a resolution to bond. That will allow the village to issue general obligation bonds to pay for the cost of settling three lawsuits filed by former employees – former village manager and police chief Melvin Hill, William Ramsey and Helen Chew-Artress – over lifetime health insurance benefits.

According to village manager Scott Yost, the council’s action will allow the village to finance a loan of about $975,000, with the settlement estimated to cost the village $1.6 million.

Both Yost and village president Harley Wales admitted that the apparent end to the legal battle, which included a lawsuit by former village clerk and president, Virginia Thomas, was a long time in coming.

“It took a long time,” Yost said.
